Description:
In this talk I will review recent findings in the statistical properties of small scale velocity fluctuations of shear flow turbulence. By using an appropriate theoretical framework, I will show how one can explain strong intermittency and one can predict the existence of a double scaling regime in the inertial range. As main consequences of the theoretical analysis, a new form of universality is proposed and tested against experimental and numerical data. These results can be used to design a new form of eddy viscosity for large eddy simulations.
