Enabling quality of service in Grids requires not only resource management strategies but also the development of protocols enabling structured negotiation for the use of resources. In this paper, we describe design, implementation, and application of an agreement-based infrastructure. We then discuss its use in the virtual control room developed for the National Fusion Collaboratory.
