The Second SIAM ACtivity Group on Optimization Prize for the most outstanding paper on a topic in optimization published in a peer-reviewed journal between January 1996 and December 1988 was awarded to Michel X. Goemeans, CORE Belgium and David P. Williamson, IBM T.J. Watson Research Center on May 11, 1999 at the SIAM Conference on Optimization. The prize was awarded for their paper "Improved Approximation Algorithms for Maximum Cut and Satisfiability Problems Using Semidefinite Programming".
