Returns true if the scatter is completed in the VecScatterBegin() and the VecScatterEnd() does nothing

Input Parameter
ctx -scatter context created with VecScatterCreate()
Output Parameter
flg -PETSC_TRUE if the VecScatterBegin/End() are all done during the VecScatterBegin()
